the constitution requires the president take the oath of office. it must happen befored:00 this morning our time. that's when barack obama officially starts his second term. washington is already in a party mode. abc's mr. bradley joins us live from the mall in washington, d.c. good morning. >> good morning, carolyn. you are right, the party is already underway across town. here on the national mall where the inaugural ceremony and parade will begin tomorrow, they are expecting a crowd larger than both president bush and clinton got for their second inaugural. >> president barack obama takes the oath today but the public ceremony is tomorrow before hundreds of houses on the national mall. for that ceremony the president will place his hands on bibles tharpe once used by abraham lincoln and dr. martin luther king jr. en august gal activities kicked off with a bang. kids had an inaugural beautiful

their own with performances by usher, members of the cast of glee and katie perry. yesterday was also a national day of service. the obama's joined americans across the country in control tier. >> everybody here, adults to children, understand the importance of giving back. >> final preparations are underway for the big public oath, the parade and the two inaugural balls. >> with something of this size and magnitude you want to make sure everything is as perfect as we can possibly make it. >> at his first inauguration nearly 2 million showed up. speak they expect a smaller crowd this time. he starts his second term with a 55% approval rating, his highest since 2009, but he faces enormous challenges. 54% of the country say the country is headed seriously on the wrong track. fortunately for the huge crowd

coming out here tomorrow the temperature is expected in the high 30s. a heckuva lot warmer than during mr. obama's first inauguration. reporting live in washington. abc7 news. >> you are right. i was there four years ago, and it was frigid. let me ask you about security at the inaugurations. the crowd is smaller this time around, but i'm sure the security is just as tight? >> it is absolutely just as tight. there will be 13,000 military and law enforcement officials here scattered among the crowds. there will be some plane clothed officers, bomb sniffing calls and there will be s.w.a.t. teams located in key positions along the parade route. there will be surveillance monitoring everybody here. there is no significant credible threat but law enforcement is not takenning any chances. >> they can't afford to do that. we look forward it talking to you in the next hour. coming up on a special edition

america day and accidental shootings happened at three of them. take a look at the scene in raleigh, north carolina after a gun accidentally went off. three people were hit by pellets. and indiana and ohio, accidental shootings at two shows hurt two people. no one was seriously hurt. about 200 people showed up in pacifica yesterday to support individual rights and to voice their fear president obama will take away their guns. the crowd recited the pledge of allegiance that they say showed their love of country, but not the government. and yesterday young women were invited to write letters to victims of tragedy. it was sponsored by the girls rock girls leadership sandy. they wrotelers to those from the elementary school sandy hook shooting. one was particularly affected. >> i don't like it that they killed so many people and he just want to stop the violence

that was happening in the schools and to keep the schools safe. and the homes. >> the letters will be published in a book to be sent to both groups. well, after a three-year absence, maverick surf competition is back. today is the day surfers from all over the world come here to tackle the waves. a surf advisory is still in effect. that could mean some major waves. abc7 news reporter sergio has the details. >> photographer kevin harrington caught some great shots of surfers out testing the waters in preparation for tomorrow's mavericks competition but getting the shots was an adventure. >> we were going to be trashed by one of these huge waves because they were just coming way up over your head and the boat just tips over. it's scary. >> they were aboard john lynch's boat. he will be part of the surf patrol this year. >> being so close to the waves and the brakes and feeling the power and watching these guys.

it's an incredible -- it's an incredible sport. you have to have some real guts to get out there and do what these guys are doing. >> the organizer of mavericks, jeff clark, was his guide. tonight he was briefing the surfers who will be briefing what is expected to be 30-foot waves. mavericks is known for serving up some of the biggest waves in surfing. the competition should be fierce. >> when they do come, they come in sets of like ten waves. it's incredible to see this lineup out there. >> high surf report sufficient great news for mavericks, but it's also a warning for everyone else. just "before sunset" at association beach in san francisco some pretty big waves were crashing the shore. for amateurs up and down the coast the conditions got challenging. the fire and rescue teams were called in to help six surfers. one suffered minor injuries. at half moon bay, competition

60s later this morning or the high today about 63 degrees. i sound like i know what only talking about because i'm sitting next to meteorologist lisa argen. you are helping me. >> pumping you. >> that's right. >> doing fine. we are cold this morning. a couple numbers below freezing once again. that's about 30 degrees up in the north and the east bay. but with that wind along the coast we are quite mild. we are in the lower 50s san francisco w that air mass so dry, we get those wide-ranging temperatures with the freezing numbers at night and the numbers just a little above average in the afternoon. so we will be looking at that once again. a look from our east bay camera and you can see it looks pretty good out there. although once again, the chilly nights and when we get a little more cloud cover in here during the week that will offset some of the cold, cold nights. in fact, it's been 11 consecutive nights we've had freezing temperatures across the bay area. here we go again. live doppler 7hd. with the clear sky.

you will notice we aren't picking up any cloud cover but we are cold with 30 in santa rosa, good morning napa, 3 is for you. the delta and concord. 36 san jose with 52 half moon bay and 32 gilroy. compared to yesterday morning, we are just about the same. maybe a degree cooler or warmer, depending on where you are. overall we are looking at the stable, chilly temperatures in the morning and then for the afternoon numbers just on the other side of the low to mid-60s. 4-mile visibility around santa rosa. the high surf advisory once again today through 4:00 and then mild afternoon temperatures through tuesday. we will look for this big ridge of high pressure eventually to break down after tuesday. here's a look at the high surf advisory with the swells beginning to build, 8 feet outside san francisco and half moon bay. perhaps up to 20 feet this afternoon with strong rip currents and large breaking waves possible. we have the surface high to the

east of us over novato and the flow around the high, the clockwise flow, allowing for the offshore winds once again today. so with that, a little breezy at times. that air mass is pretty cool, but we will stay dry with this ridge in place throughout the next 48 hours. but then it does begin to break down, the ridge to the east of us. that will begin to bring some changes with some higher clouds our way. so we are going to get back to the weather in a bit, but first carolyn has a look at some more news. >> thank you, lisa. we are breaking in to show you vice president joe biden being sworn into office. all the focus, of course, is on president obama, who also takes the oath of office in a private ceremony today before the public inauguration tomorrow. here you see joe biden at the national observatory with his wife, dr. jill biden, and he's being sworn in by u.s. supreme court justice sonya sotomyer.

at least three others. >> you know that bart has an extensive video camera system, as does ac transit. we will be looking at whether or not there will be any useful video. >> so far investigators don't have a motive in the shooting. san francisco police are investigating the city's second homicide of the year. a 26-year-old man was shot and killed last night as he was driving near japan town. police say the victim crashed his black mercedes into a parked car at fillmore and post streets around 5:30 p.m.. he died at the hospital. witnesses say the shooter got into a white or silver car and took off. the lake county sheriff's office has released surveillance video of a man who is believed to have killed an employee. it happened friday night in kelseyville. the man on the tape was later seen running by a nearby field. a $1,000 reward is being

offered. investigators say a major water main break in san leandro yesterday was caused by a break in a pipe that carries water from the reservoir. northbound lanes of foothill boulevard were shut down for about an hour last night between carolyn street and manchester road. crews were able to shut off the water around 6:00. details are emerging from that her hostage crisis in algeria. it ended with the algerian government launch an assault. one american was killed and two others remain unaccounted for. brian ross has the details. the algerian army's third and final result recaprd turd the bp-run facility but left many hostages dead, apparently executed by the hostages. in the middle of the saharas final hostage death toll was put

facility. 32 of the terrorists were killed and officials said they were heavily armed with automatic weapons and explosive pack suicide belts and were preparing to blow up the natural gas facility. as algerian tanks and special forces surrounded the plant, officials said they had no choice but to go in with guns blazing, even after the u.s. and other governments had asked thal jairiance to hold off out of concern for the safety of the hostages. >> the algerians' position has always been we don't negotiate, we don't mess around. >> and that was brian ross reporting. a political event in bulgaria erupted in violence after a man pulled a gun on a guest speaker. the gunman jumped on stage, pointed the gun right at the speaker's head. you see the two struggling before more people came to the man's aid. they kicked and punched the gunman on the ground t turns out his gun was actually a gas gun used to fire teargas cart ridges. this year president obama's

inauguration falls on the dr. martin luther king holiday. the question, if they could have met, what would the leader of the civil rights movement who was murdered in memphis have to say to president obama about guns and violence in our society? >> claiborne carson was just 19 years old when he stood on the washington mall on a hot august afternoon and listened to martin luther king industry his dream for america. >> four years ago he was back on the mall in the freezing call to watch barack obama take the oath of office. like many who were involved in what carson calls the movement, he wondered what now? >> now that he has the power of the presidency, what is he going to do to bring king's dream into reality? >> carson believes dr. king would urge the president to take on the harder, more complex issues underlying gun violence. >> the problem with violence is not simply a problem of

availability of guns. it's a climate. it's a culture. >> for king it was an issue of social justice. >> you know, i think what he would point out is that people don't kill other people when they have hope. >> king would certainly call for gun control, said carson, but he also called on all americans to see themselves as part of one community. >> when do white americans care as much about the death of a black child as a white child? you know. would the response of the nation been the same if that had happened at a black school? i would hope so. but as we know, the death of black children on a daily, weekly basis, doesn't seem to garner the same kind of attention. >> look no further than oakland, said carson. and he points to dr. king's message that injustice anywhere is a threat to justice everywhere. >> he was saying that 50 years

ago, but now we have to believe that. because injustice in one place can lead to terrorism in another place. >> these are the things that have to concern us for our own future, said carson. his latest book is "martin's dream." he held an open house at the mlk institute on stanford's campus, but their welcome said they welcome visitors to see their collection of documents and photographs located in cyprus hall. in the newsroom, abc7 news. >> new this morning the group pietrus's harbor holds a fund raiser today in their ongoing effort to find new homes for evicted beaten manhattan. the so-called live-a boards were displaced to make room for a new development and find themselves with no place to go. to help them, a fundraiser is being held today at the wood side historic pioneer saloon. it will feature a band named

medications should i take for the flu and and google is updated every day. >> together they form a big picture that public health officials say can be just as value as the cdcs official numbers. >> increasingly we are recognizing you need everything. we need to be able to triangle late what the numbers actually are and that takes a combination of traditional methods as well as the newer crowd sourcing methods. >> but they said there's one thing the numbers don't change as the flu epidemic across the country, the best way to fight it is a flu shot. >> there is still plenty of time to get a flu vaccine and i would urge everyone to do that. >> in san francisco, jonathan bloom, abc7 news. >> the price of the popular two buck chuck wine is no longer just two bucks. the grocery chain, trader joe's, has raised the price from $1.99 to $2.49. the famous wine was introduced back in 2002.

have been quite mild the last few days but apparently that's going to change, so says lisa argen, who will be coming up with her full accuweather forecast. new this morning as 49ers fever builds and the team once again becomes one of the hottest franchise necessary the nfl, their new stadium in santa clara could open without a naming rights deal. today san francisco chronicle quotes team's spokesman bob lang as saying the team does not have anything in the pipeline yet. adding that other stadium has opened without a naming rights deal so it's not considered a necessity. a naming rights deal would take a big chunk of the $1.2 billion stadium project that is set to open in time for the 2014 season. the edge of science also involves ideas so complicated it's hard to wrap your mind around them. but one innovative program in the bay area is trying to make scientific research more efficient by making parts of it

simpler. abc7 news health and science reporter carolyn johnson has the details. >> when most people see a stack of legos you see this and this guy sees building blocks of science. his campus used piles of them to construction their very own working lego microscope. >> the microscope essentially is made out of two lenses the. the first one is here. >> they did need to fabricate a few specialty parts in the lab's 3d printer. a kind of computer easy bake oven that converts schools of snap on objects like lens holders. the results, a working device built to answer all kinds of scientific questions except the one you may be asking yourself right now, why build a microscope out of legos at all? the answer is a new program just launched at ucsf. it's a course designed to change the way scientists think about

their work. one of the goals is to make research projects more practice by focusing on the end user. >> and having them work together in this ideal-based way. brainstorming ideas. it brings a new dimension to the way that science can be done. >> as a test case, the team was tasked with reimagining uses for cell phone microscope developed at the university of california. it's creators envisioned it as a way of diagnosing diseases in remote locations but it's yet to be commercialized. they brought in consultants, famed for work on the user interfaces like the original computer mouse. they helped hone the questions to a razor's edge. >> who might use it and how. >> they thought it needed a demonstration component. a way to help students and

people understand thenar workings of the microscope. hence the home plate legos microscope project. >> i think the discovery they had from talking to teachers will how you might use something like this is how do we demist guy the science of microscope by. >> the students said the design process has already refocused their thinking and their appreciation for the creative process. >> it's especially been a lot of fun. >> right, right. >> and carolyn says the alternative design exercises already being employed internationally. a team from ucsf recently held similar brainstorming sessions with colleagues in beijing. looking for new ways to research key challenges in cell biology. a study out of u.c. berkeley said if you are not getting enough sleep you may be taking your partner for granted. researchers found sleep habits can impact gratitude. they say the lack of zs can

feet. seven feet around the monterey bay. we will be look at the offshore flow allowing for the nice shape of the wave again today. it's a surface high bringing the offshore flow. that is going to go away in the next couple of days, and as it does we will get more of a flow from the ocean and a couple weather systems that will visit us. first one coming in on wednesday. between now and then still remaining dry and mild with those chilly nights. this has been the 11th night of some freezing temperatures. here's what you can expect as we fast forward to wednesday morning. increasing clouds and a weak system will begin to slide to the south of us ask that will bring just a slight chance of showers on wednesday. most of you probably won't see anything and we will look for more importantly the chillier air that's going to settle on in on thursday. and then maybe another opportunity for rain by the weekend. that's friday into saturday. temperatures today, though, wow, we are talking very spring-like. even feeling like summer in

southern california. 80 there. 75 in palm springs. 62 in sacramento. tag you back home looking at low to mid-60s today with 64 in fremont. so numbers anywhere from five to six degrees above average. we should see those upper 50s in santa rosa. 64 there. 66 in san jose and down by the monterey bay we saw plenty of 70s yesterday. once again today eats 71 in salinas, 70 santa cruz with 67 in gilroy. here's the accuweather seven-day forecast. notice the 60s. length of sunshine through monday. and by tuesday the numbers could flip a little bit in the north bay. i'm going to bring you some increasing clouds. slight chance of rain wednesday. but back into the 50s thursday, friday and saturday looks like we could see some more rain. they are still not certain so check back with us. >> so the computer semenov is going we don't know? >> it's been dry for so long, the atmosphere has been dry so it will take time to moisten
